Does reload the trick, or restart ? We observed that reload alone would not help.

You're right. I restarted frr.

We're using the CAPMS flavor in the mini-lab, so I would expect similar results for the other flavors; however, I haven't investigated further.

Different firewall image doesn't solve the problem, see metal-stack/mini-lab#219.
