Currently APP_INLCUDE is hardcoded and will not work if bootstrap.php.cache is outside of the app/ directory (like in any project using the Symfony 3 directory structure).
This change allows the APP_INCLUDE to be set via the configuration, and also via the environment variable (which overrides the value from the config).
By default it works as previously i.e. if you do not pass in the new config value of the APP_INLUCDE environment variable then it takes
