Repository policies were scattered across multiple files (LICENSE, SECURITY.md, README.md, .azuredevops/policies/pullrequestcopilot.yaml) with no single reference point.

Added POLICIES.md - Consolidates all repository policies into a single, scannable document:
Updated README.md - Added "Repository Policies" section linking to POLICIES.md for discoverability
All policies now accessible from one location with links to source files for complete details.
