when container is deployed with multitenant setup, we must ensure default tenant is not in "Mounting" state before attempting to import the license.
otherwise, we will get a runtime exception.
This issue has been disclosed while using external databases (assuming there was some extra lags while mounting the tenant which does not appear when embedded database is used)
