Cherry pick PRs #15337 and #15303
This PR brings the latest hermes-windows version to RNW 0.74 that we use in Office.
We use this version in the main branch to enable the modern debugger.
0.74 is a more complex case, so I am just bringing the new version first, and then I will focus on the debugger for 0.74.
This hermes-windows version has a very important change required by Office team: implement HybridCRT dependency where the
hermes.dlldoes not depend on VC++ runtime anymore.See more details here: microsoft/hermes-windows#256
