Disable completions on metered connections

Testing #297205

Completions use a fair amount of data, especially compared to some of the other features that are disabled like settings sync.

This happens in the background and automatically, which makes it different from other features that use data like chat requests. The user might not be aware that they are using so much data just doing normal editing.

Propose to automatically disable completions, or make it configurable (actually, all disabled functionality should be configurable).

Still seeing this on Mac -- I manually set metered connection to On but still getting completions even after restarting VS Code
