Workspace creation operation prevents active webviews to post message

• VS Code Version: 1.138.0
• OS Version: any

Steps to Reproduce:

1. Get and build the Coding cat sample (https://github.com/microsoft/vscode-extension-samples/blob/main/webview-sample/)
2. Start the coding session
3. Cat introduces bug, post message which are then received and printed as an error notification ✅
4. Add any folder to the VSCode workspace
5. Cat continues coding in the webview; line counter increments itself
6. No error notification will ever be received anymore 🐛

This affect all active webviews in general once a workspace is created.

Thanks for creating this issue! It looks like you may be using an old version of VS Code; the latest stable release is 1.139.0. Please try upgrading to the latest version and checking whether this issue remains.

the latest stable release is 1.139.0.

Likely not related to this issue but with version 1.139.0 the extension host even not start... it always fails to attach.
