Fixes #296942
Use native buttons for customization section toggles and support Left/Right arrow keys to collapse/expand sections.
Adds a regression test for keyboard focus and directional expansion.
To verify: open the Agents customization page, Tab to a section toggle, then press Left to collapse and Right to expand.
