OBS Studio 27.1 Release Candidate 1

Notably: With the resolution of obsproject/obs-studio#4488, drag & drop has been re-enabled in scene and source lists.

Changes in the RPM

• removed patch from 27.0.1-2 as it was merged upstream, see obsproject/obs-studio#4936
• Bump obs-browser submodule along with 27.1.0~rc1
• added YouTube integration compile flags
  • Note: as with Twitch and Restream integration, the built RPMs come with support enabled, however the spec file does not and will not include them.
