Changes in the RPM

• version-release bump to 11 (as per usual)
• Removed Qt5 path due to removal from OBS
• Added oneVPL-devel
• Disable WebRTC until we figure out how to go about libdatachannel

It is also available on the PackageCloud Pre-Release-Repo.
