It's the time of year for annual version bumps!

This PR:

  • Updates the versions of Python we build wheels for include 3.14 and drops 3.8
  • Adds support for building PyPy wheels for 3.10 and 3.11
  • Bumps the versions of all of the GitHub Actions we use to their latest versions
  • Slightly reformats the CI.yml file for better readability
  • Add a couple packages to the cross-platform test that are supposed to help prevent segfaults with QEMU
