Add pause, resume, and stop controls

This adds managed process-group control, typed worker control messages and acknowledgements, stopped/paused worker states, reconnect backoff, shared-local inputs, and hostname advertisement.

Pause and stop now apply to the worker's active process group instead of only changing protocol state. A stopped worker stays connected without pulling more jobs, and reconnect preserves the intended control state.

Tests added in this branch exercise OS process-group pause/resume/stop, protocol control decoding and acknowledgements, deferred work while paused or stopped, offered-local input selection, ownership-aware input cleanup, reconnect delay defaults, and hostname/config serialization.
