Run multiplexed encode jobs

This adds multiplexed CRF-search and encode scheduling, makes both the default worker mode, executes encode assignments, supports HTTP upload and shared output paths, reports encode progress/completion, and replays active encode identity after reconnect.

The worker can use separate capacity for search and encode jobs while routing every event by job ID. Completion is reported only after the requested output delivery succeeds.

Tests added in this branch cover worker-mode parsing and capacity selection, CRF-versus-encode scheduling, assignment lowering to worker-local inputs, output delivery metadata, upload-before-completion ordering, shared output paths, process failure identity, no-time ffmpeg progress fallback, reconnect replay, and an end-to-end harness encode assignment.
