Fix defrag modifiers in zoning UI

This PR corrects the BonusTrack property name to defragModifiers to match the zoning spec. It also introduces fixes for some zoning UI behavior related to defrag bonus tracks.

• I have thoroughly tested all of the code I have modified/added/removed to ensure something else did not break
