0.26.0 Release

Let's put out a 0.26.0 release. The current plan for this is to try to keep it relatively small and easy for external backend authors to implement before introducing bigger changes like #1818, #1823, and #1837.

The main new features are:

• foreign implemented trait interfaces
• docstring generation

Here's the current list of things to get in the release (subject to change):

• Make foreign trait implementations opt-in (#1827) #1902
• Implement the Cleaner for kotlin Objects #1869

We considered doing some of the default parameters work, but they didn't fit into the time schedule so we're going to leave them for later:

• Default parameters in constructors #1840
• Handling default parameters in functions before non-defaulted parameters #1900
