Update

1. Updated patches for 3.0.x and dev.
  - in 3.0.x unsilenced wmkdep utility, so now this part of build process is
    marked as [DEP]
  - By accident added matrix constraining in scalar transport solver.
2. Tried to extend third-party software configuration logic, i.e. if brew is
   not found, try port, and fall-back to /usr/local if neither brew, nor port
   were found. Since I have only brew on my laptop, functionality is not
   tested.
