En start...
Gjort en funksjonell endring der avslag på avslag alltid gir "ingen endring". Før var det bare avslag etter avslått førstegangsbehandling som resulterte i "ingen ending". Men er vel riktig at også dette skal gjelde for avslag etter avslått revurdering?
