The Standard

One directory: ~/.agents/. Four resource types. Five-tier loading. All agents.

Rules cascade and extend, not replace. Same model as .editorconfig, .eslintrc, .gitignore.

Unified Loading Protocol

All four resource types are loaded in a single pass with defined inheritance semantics:

Conflict resolution: Most-specific-wins across all resource types. Project skills override global skills by name. Agent-specific MCP extends project MCP. Folder rules override project rules.

Conformance levels: Minimal (single rules file), Standard (full cascade + skills + MCP), Full (all four resource types).

Separation of Concerns: llms.txt (PRD) vs AGENTS.md (Rules)

The standard unifies project instructions by separating what/why from how:

  • llms.txt (Project PRD): Located at {project_root}/llms.txt. Defines the codebase context, active product requirements, tech stack, API definitions, and roadmap (the "What" and "Why").
  • AGENTS.md (Behavioral Cascade): Cascades across four scopes. Defines the guidelines, safety constraints, coding style preferences, and CLI commands the agent must follow (the "How").
  • **/SKILL.md (Agent Skills): Self-contained capability modules at global and project scope. Project skills override global skills by name.
  • mcp-settings.json / .mcp.json (MCP Servers): Dual-layer architecture — global catalog (private) bridges to project live config (committable).
  • providers.txt (LLM Providers): Global reference for provider endpoints, models, and env var names.

Resolution Order

  1. ~/.agents/AGENTS.md — loaded first (global base, user-specific safety/preferences)
  2. llms.txt at repository root — project PRD (loaded second, functional requirements/tech stack)
  3. .agents/AGENTS.md at repository root — project base rules (loaded third, committed guidelines)
  4. AGENTS.md at repository root — project active rules (loaded fourth, active constraints, symlinked)
  5. AGENTS.md in current working directory — folder-specific rules (loaded last, folder overrides)

Conflicts: most specific rules win (folder > active > project base > global).

Relationship to Agent Skills

  • Agent Skills (SKILL.md) = what the agent can do
  • Agents Standard (AGENTS.md) = how the agent should behave
  • mcp-settings.json = what external tools are available (MCP catalog)
  • providers.txt = which LLM providers/models to use

All four live in ~/.agents/. They complement each other. Skills override by name across global→project scope. MCP uses dual-layer architecture (catalog→live). Providers are global-only reference.
