Bring back 32bit unit tests. It fails currently related, see that same PR works fine on stable32:

#57050

Intentionally only testing on 8.4?

Yes otherwise we have to build images from different debian version to get 32bit images.
The idea was: we test everything on 64bit with older php so if it fails with 32bit then everywhere.
