This addresses NCT issue 564. See extended discussion/justification there given that it appears to be hard to get behavior that is fully what we might want.
Note that when inits are specified in nimbleModel this allows dims to change and results in compiled and uncompiled model having consistent dimension. This is a change in behavior (before the uncompiled dim would not change). When specified via
setInitsthe behavior is as it was before.
