Update Go version from 1.24.2 to 1.25.0 to support github.com/cli/go-gh/[email protected] which requires Go >= 1.25.0
Update dependency to v2.13.0 which now works with Go 1.25.0 This resolves the Renovate artifact update failure in PR #14
