I've decided that trying to explain the various modifier types (detached modifiers, range-able modifiers etc.) is generally useless and unrelated information for people trying to actually implement the spec. I'd be fond of making a separate document which explains these various constructs in more detail. |

This PR acts as a baseline from which future PRs will be stacked for easy reviewing and discussion.
This PR provides a rewrite of the base spec alongside introductions to basic concepts in Norg. This should not be merged, not until all the other components of the spec are complete.
