Add NPU support to voxtype install and migration

Summary

• detect Intel NPUs through their sysfs vendor ID
• install the version-matched OpenVINO GenAI C runtime and Intel NPU plugin during Voxtype setup
• switch Voxtype 1.1+ to its ONNX/OpenVINO binary before enabling and precompiling the NPU model
• migrate existing Voxtype installations on Intel NPU systems
• cover Intel/non-Intel detection, fresh installs, fallback behavior, and migration behavior with shell tests

Dependency

Merge after omacom/omarchy-pkgs#64 publishes openvino-genai and after voxtype-bin 1.1.0 is available.
