Update NPU driver version to 1.28.0 to support Intel Core Ultra 3 (Pantherlake) platforms.


          Bump NPU driver version to 1.28 (Pantherlake support).

I see NPU driver has dropped support for Ubuntu 22.04, what is the DLStreamer's strategy for Ubuntu 22.04 support?

DLStreamer will still support Ubuntu 22.04, but without NPU support on PTL...
