Bump package version to 0.2.3 across Cargo.toml, pyproject.toml, and bindings/wasm/package.json, and update Cargo.lock. Add version consistency checks and helper targets to the Makefile (check-version, sync-version). Update GitHub release workflow: tighten permissions, add Cargo.lock version check, adjust failure messaging, and switch PyPI publishing to use TWINE_TOKEN (twine upload) instead of the pypa GitHub Action.
