Pull request overview
This PR renames the fallback concurrency-group label from full to backfill in the reusable pull-request-dashboard-repo.yml workflow. When inputs.pr_number is empty (i.e., a whole-repo refresh rather than a single-PR update), the concurrency group now uses backfill instead of full, aligning the run grouping with the "backfill" terminology already used elsewhere in the dashboard workflows (e.g., the "Restore shared backfill classification cache" step on line 167 and the descriptions in pull-request-dashboard.yml).

Rename the PR dashboard's broad rebuild-mode concurrency labels from full to backfill so the workflow's run grouping matches the new backfill terminology.
