feat(cli): add support for fine_tuning.jobs

This PR introduces enhancements to the CLI for managing fine_tuning.jobs.
It supports .create, .retrieve, .list, .cancel, and .list_events

Examples on how to run in CLI

Create:

openai api fine_tuning.jobs.create \
  --model <model> \
  --training-file <training_file> \
  --hyperparameters <hyperparameters> \
  --suffix <suffix> \
  --validation-file <validation_file>

Retrieve:

openai api fine_tuning.jobs.retrieve \
  --id <fine_tuning_job_id>

List:

openai api fine_tuning.jobs.list \
  --after <after id> \
  --limit <limit>

Cancel:
