add linear implement skill that explicitly calls the plan step and attachment support

This skill explicitly tells Codex to call the create-plan skill after fetching a specific Linear ticket, which should improve the quality of code changes that are made. It also extends the linear skill fetch ticket functionality by explicitly reading images associated with the ticket if they are included.
