P2 Badge Add noopener to external target=_blank links

The new external nav links open in a new tab without rel="noopener noreferrer", which allows reverse‑tabnabbing: a compromised destination (e.g., docs or GitHub) can call window.opener to navigate or manipulate the original OpenClaw tab. This regression affects users who click these external links, and the fix is to add rel="noopener noreferrer" (or avoid target="_blank") on these anchors; the same pattern appears on other new external links in this page.
