Closes #1130

Description

Update the queries that used to fetch the server and model metrics.
Update the chart with multiple legends to change the tooltip type.

The range of this chart looks wrong to me, as you're showing a percentage on the y-axis it should always show 0-100 so the user can clearly see where on the spectrum the values lie.

image My average response time graph is not showing any data or labels on the y-axis.
