[rhaiis] add custom dspark spec-decoding preset

Add four H200 Zeus comparison presets: baseline, native MTP, DSpark fixed-k, and DSpark with dynamic SD. Adaptive verification is omitted because DeepSeek-V4 varlen full graphs are SM100-only.
