…F templates Add optional phase-1 apply via edpm_network_config_nmstate_sriov_pf_template (PF total-vfs only), sysfs VF wait, then phase-2 edpm_network_config_template (per-VF vfs settings, bonds, L3). Split examples into nmstate_sriov_phase1.yaml and nmstate_sriov_phase2.yaml; document two-step flow and remove redundant nmstate_sriov.yaml. Fix nmstate.returncode to reflect phase failures.
