actions/checkout v7 now blocks fork PR checkout in pull_request_target workflows by default. This workflow only measures CRD file size and posts a comment, so allow-unsafe-pr-checkout is safe here.

Enable Renovate to process the 18-stable branch alongside main. With useBaseBranchConfig: merge, Renovate uses the 18-stable branch's renovate.json which points to 18-stable.json5 for dependency bounds.
