Fix SBP handle cluster index bounds, glide positioning, and optional phoneme tokenization

• Glides clusters are now anchored to just 1 phoneme
• PhonemeTokenization is now optional and can be enable per phonemizer with EnablePhonemeTokenization bool
• Update C+V default dictionary and code fixes

i had this test fail in the same way on #2340, rerunning the test fixed the issue for some reason.
