fix(refactor): clean up timezone deprecations #1722

Types of changes

  • Hot fix (emergency fix and release)
  • Bug fix (non-breaking change which fixes an issue)

Summary

This cleans up some deprecation alerts before the become issues. I also had to update flake8 due to incompatibilities which were occuring.
