use ENV["RACK_BASE_URI"] to specify the directory. Padrino::Contrib::AutoLocale does not handle it correctly, this code may fix it.

When the app mounted under some directory, not on the top, we
use ENV["RACK_BASE_URI"] to specify the directory. Padrino::Contrib::AutoLocale
does not handle it correctly. Sometimes it duplicate or delete
ENV["RACK_BASE_URI"]. This code fixes it.
