feat: add telemetry via net/rpc

Initial telemetry implementation, needed for the upcoming debugger.

Changes:

• telemetry via net/rpc
• 2 types of msg
  • initial (full)
  • updates (refs and logs)
• add transaction IDs
• remove step IDs

Usage:
