uwRMP mv3 release

Initial mv3 chrome extension release with basic RMP functionality

To start using right away:

1. Download zip file
2. Extract zip file
3. Navigate to chrome://extensions/ on chrome browser
4. Enable developer mode in top right
5. Click load unpacked, and navigate to extracted file and select it
6. Verify that the extension has loaded and is enabled in your extensions list

Once the extension is visible in your extensions list, you are good to go.
