Bumping bootstrap-select breaks tests that I'm not sure are safe to break or not: https://travis-ci.org/github/patternfly/patternfly-3/builds/731337663#L1382.

On-hold until we can investigate them -- this library is before my time.

@redallen It's not only breaking the tests but the UI of Bootstrap Select looks odd too. May need some JS changes but at least some CSS adjustments.
