PMM-1989 Fix memory allocation

I found a bug that it panics when a query has only one element in VALUES clause.
To fingerprint the query, it may need at most 4/3 memory than original
because length of (1) is 3, and length of (?+) is 4.

I add a test case for that, and fix it.
