K8SPSMDB-1290: Bump PBM to v2.9.0

• Bump PBM go module to v2.9.0
• Revert "K8SPSMDB-1274: Disable balancer before restore" This reverts commit 07a3aa6.
• Use custom PBM image to run tests with pbm-agent v2.9.0.
• Test with 3 shards. Configure a sharded collection in balancer test and insert non-trivial amount of data. Inserting data takes ~25 minutes.
