fix(engine): harden crime ledger and unblockable views - #7098

Analyzed 7 changed files across engine and client test code. Changes are focused on hardening a turn-scoped crime ledger invariant, making zone classification exhaustive in casting logic, and precomputing block-restriction statics for derived battlefield views. No CI/CD workflow modifications. No package manager lifecycle hooks, build scripts, or startup entrypoints were touched. No evidence of secret exfiltration, obfuscation, encoded payloads, unexpected network calls, dependency confusion, privilege escalation, credential handling changes, suspicious binary additions, or dangerous eval/exec patterns.
