Learn about vigilant mode.

Added Ground Radar to LPPR and LPFR. Some bug fixing here and there:
-TMAs (except Madeira) with STCA tunned for 5nm
-Mouse scroll will now zoom on mouse center
-QNH on departure list not being visible after update fixed
-Updated CPDLC and position IDs for new sectors

If your Euroscope is already updating automatically the sector file, then you should already have this version, no action needed.
