This PR is part of a general update designed to standardize and improve CI across the GitHub organization. Changes include:

CodeQL scans are now also run monthly
Tests are now also run twice a month
Python dependencies are grouped into a single update
Tests are run on Python 3.8 through 3.11
Poetry is installed using a dedicated action
