Ongoing framework maintenance

Introduction

#370 upgraded the frontend framework and libraries by about 2 years.
Following on from this there will be occasional smaller updates required, caused by patch updates and changes to available package dependencies.
These will be tracked in this issue.

This work was done in the feature branch for #431 feature/guiChangesLeftPanel
It was required to enable the container image build - there were errors in npm install.

4b6d9ca regenerated frontend/package-lock.json
475eb8c install ember-local-storage
4a570d2 change import of ember-local-storage, and update path-data inside to test that
c4a77b0 remove dependency @facilecomm/ember-local-storage
