Installing Rose

Rose is the scheduling software from the Met office (https://www.metoffice.gov.uk/research/approach/modelling-systems/rose) to run the various models and dependencies. It is essentially a wrapper around the cylc suite engine (https://cylc.github.io/cylc-doc/stable/html/introduction.html) which does all the actual scheduling.

The notes for installing Rose/Cylc are in Pierres handover repository ('underway') which I should dig up
