Fix Unit Tests

Overview

We recently noticed some of the web tests would fail seemingly randomly in CI. This updates the Vitest test suite to the latest major version.

A single shared dependency for vitest and typescript is now used for the packages. Demos have not been updated to use the shared version yet.
