Running pre-commit in CI

@mistercrunch I don't see an existing ci/cd pipeline, do you prefer another tool like azure?

hey, somehow pre-commit is getting discovered by pre-commit itself (?) though I like the idea of bringing it to GitHub actions.

Can you rm examples/__pycache__/use_cases.cpython-38.pyc

Just to make sure I understand you, I removed examples/__pycache__/use_cases.cpython-38.pyc , should I re-add it?
