This PR completes the Python version of the Fuel Agent Kit, matching the functionality of the TypeScript version. It provides the FuelAgent orchestrator, langchain tools (transfers, mira swaps, swaylend, and balance checks), with mocked functions for those lacking an SDK to seamlessly plug into an AgentExecutor.
