Remove k8s.io/kubernetes dependency

We only used one function from k8s.io/kubernetes: https://github.com/kubernetes/kubernetes/blob/v1.28.4/pkg/util/hash/hash.go#L31

It is a very simple function, so I just inlined it.

I'm waiting for a pulp member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
